a.       If Count All scoring is used winners in a tournament may be determined on the basis of total points scored rather than games won or lost. If  two or more players are tied with total points scored, then determine order of finish using the who-beat-whom method above.

 

Reason: The HSMaster program which is used by all the Florida Tournament Directors except for the Brevard Horseshoe Club works as defined in the proposal above for the scratch classes when Head-to-Head is selected as the tie breaker. The NHPA council has requested the HSMaster program be changed as above for handicap classes when Head-to-Head is selected as the tie breaker. Hopefully this change will occur in the near future. Until this change is made it will be necessary to override the order of finish in a handicap class if the HSMaster results do not come out in the correct order. The HSMaster program currently works the same for scratch and handicap classes.

Using Total Points Scored as the 2nd tie breaker in a handicap class gives an unfair advantage to the players receiving the handicap points, therefore the above proposal is determined to be more fair for all players.

Once the HSMaster program is changed as requested by the NHPA then Tournament Directors should never have to alter or override the order of finish. Anytime you have to alter the printed results you introduce the possibility of making an error and possibly paying out the prize money to the wrong player.

If this proposal is approved at the FSHPA Annual Business Meeting then I would recommend that the FSHPA council announce and post this method for the 2013 State Tournament.

                                      Comments from the Secretary/Treasurer

Thank you to everyone at Clearwater Horseshoe Club who made the State Tournament possible. Things ran really smoothly and everyone seemed to have a good experience. 

Apologies to Greg Mills, Greg Privett, Mike Chiappone and Ed Franz for the mix up with the new tie break rules. Thank you guys for being understanding and patient with us. We had 4 or 5 different folks take a look at the results and none of us caught that we used head to head twice rather than moving to the next tie break category.

I received a new batch of NHPA by-law booklets and RGS booklets a couple of weeks ago – if you need any for your club please contact me by email or phone and I’ll get some out to you. I send them out to new members with their new NHPA cards but sometimes veteran members don’t get updated booklets.

Hope everyone has a good summer and that we all get to pitch at least a little bit.  I really need to get in the back yard and pull the weeds out of my pits! It does get hot out there but maybe I can alternate 50 shoes and a jump in the pool.
